Prologue
1,000 years from today, the world is no longer the place we once knew...
The melting of the polar ice caps due to global warming led to a massive flood, submerging cities across the globe. Only a few survivors gathered to create floating cities in order to sustain life. However, even after 100 years, the world has not escaped the grasp of the crisis. The population has grown beyond what the resources can support.
In an era where survival depends on the decisions of leaders, the 13 countries have come together to organize a competition called "State 13," a game of life where the winner will gain honor and the opportunity to become a high-ranking citizen, while the loser will lose both honor and life.
